3.5. T.C. Deniz Yetki Alanları (Mavi Vatan — BM A/74/757), Uluslararası Deniz Hukuku Hakkaniyet İlkesi (Equitable Principles) ve Dış Veri Sağlayıcıları Bilimsel Sapma Denetimi

Üçüncü taraf küresel deniz coğrafi veri tabanları—başta VLIZ Marine Regions (v12), EMODnet / DG MARE ve bunları alansal payda olarak kullanan türev endeksler (OHI, UNEP-WCMC WDPA, Global Fishing Watch, Sea Around Us)—Doğu Akdeniz ve Ege (Adalar) Denizi’nde otomatik ortay hat (strict median line) algoritmalarını ve maksimalist "Sevilla Haritası" kurgusunu baz almaktadır. Bu kurgu, Anadolu anakarasına yalnızca $d_{\text{nm}} \approx 1{,}9\text{ deniz mili}$ mesafedeki Meis (Kastellorizo) adasına ($L_{\text{ada}} \approx 19\text{ km}$ kıyı çevresi; Türkiye’nin Akdeniz anakara kıyı cephesi $L_{\text{anakara}} \approx 1.577\text{ km}$) tam kıta sahanlığı/MEB poligonu atfetmekte ve Güney Kıbrıs Rum Yönetimi’nin (GKRY) tek taraflı MEB iddialarını haritalandırarak Türkiye’nin $\sim 462.000\text{ km}^2$ büyüklüğündeki resmî Mavi Vatan deniz yetki alanını $254.026\text{ km}^2$ olarak ($\Delta A_{\text{MV}} = +207.974\text{ km}^2$ eksik) göstermektedir.

Uluslararası Adalet Divanı (UAD / ICJ) ve uluslararası hakemlik mahkemelerinin yerleşik içtihatlarına—1969 Kuzey Denizi Kıta Sahanlığı, 1985 Libya–Malta, 2009 Karadeniz’de Deniz Sınırlandırması (Romanya/Ukrayna) ve 2012 Nikaragua–Kolombiya kararlarına (Acer, 2020; Başeren, 2021; Yaycı, 2020; Evans, 2023; Tanaka, 2023)—göre yarı kapalı denizlerde kıta sahanlığı ve MEB sınırlandırması; hakkaniyet ilkesi (equitable principles), kapatmama ilkesi (non-encroachment) ve üç aşamalı kıyı uzunluğu orantısallık testi üzerine kuruludur. Python gomd.spatial.mavi_vatan_eez_audit() (ve R gomd_mavi_vatan_eez_audit()) fonksiyonu; anakara/ada kıyı uzunluğu orantısallık oranını ($R_L = L_{\text{anakara}} / L_{\text{ada}}$), adanın anakaraya yakınlığına göre üstel sönümlenen UAD ada etkisi ağırlığını ($w_{\text{ada}} = \min\!\left(1, (L_{\text{ada}}/L_{\text{anakara}})\exp(-d_{\text{nm}}/12)\right)$) ve Sevilla Haritası orantısızlık çarpanını ($\mathcal{F}_{\text{orantısızlık}} = (A_{\text{ada,iddia}} / L_{\text{ada}}) / (A_{\text{sağlayıcı}} / L_{\text{anakara}})$) hesaplar. gomd.get_mavi_vatan_jurisdiction() (R gomd_mavi_vatan_jurisdiction()) fonksiyonu ise 18 Mart 2020 tarihli A/74/757 sayılı BM Mektubu, 27 Kasım 2019 Türkiye–Libya Mutabakatı ve 21 Eylül 2011 Türkiye–KKTC Kıta Sahanlığı Sınırlandırma Anlaşması ile tescilli 1986–2026 resmî Mavi Vatan serilerini doğrudan döndürür.

3.5.1. Çerezsiz Yerleşik Bilimsel Portal Telemetrisi, Project COUNTER Release 5.1 ve Make Data Count Ekonometrisi

İstemci taraflı içerik engelleyicilere takılabilen ve tarayıcı dışı programatik pip/CRAN/OGC WFS API çağrılarını göremeyen üçüncü parti reklam/izleme çerezleri (Google AdSense/GA4) yerine GOMD; Project COUNTER Code of Practice Release 5.1 (2023/2025) ve Research Data Alliance (RDA) Make Data Count Standardı (Fenner vd., 2019; Cousijn vd., 2019) ile uyumlu, çerezsiz ve tamamen sunucu taraflı bir yerleşik telemetri mimarisi (platform_analytics_tracker.php ve platform_analytics.php) çalıştırır. Tekil ziyaretçiler KVKK ve GDPR Madde 6(1)(f) veri minimizasyonu ilkelerine uygun olarak günlük dönen kriptografik özet $h_t = \text{SHA-256}(d_{\text{UTC}} \parallel \text{IP} \parallel \text{UA} \parallel \text{tuz})$ ve 30 saniyelik çift tıklama filtresiyle sayılır; kullanıcı girişleri (login_success, login_failure, logout, register_success) doğrudan kurumsal kimlik ve rol katmanlarıyla denetlenir. Python gomd.counter_r5_usage_econometrics() (ve R gomd_counter_r5_usage_econometrics()) fonksiyonu; COUNTER R5.1 Total_Item_Investigations, Unique_Item_Requests, Dönüşüm Etkinliği Oranı ($\text{CER} = R_{\text{tekil}} / I_{\text{tekil}}$), Shannon Portal Dikkat Entropisi ($H' = -\sum_{i=1}^{S} p_i \log_2 p_i$, Pielou dengelilik indisi $J' = H' / \log_2 S$), Gini modül yoğunlaşma katsayısı ($G$) ve DAU/MAU araştırmacı bağlılık oranlarını varsayılan çarpanlarla tamamlama yapmaksızın yalnızca verilen gerçek girdilerden hesaplar.

3.5.2. Kaynak Atıflı Veri Asistanı: Erişim Destekli Üretim (RAG), Beyaz Listeli Araç Çağırma ve Sayısal Dayanak Denetimi

Gözlem tabloları üzerinde model ağırlıklarını eğitmek (fine-tuning)—ki bu yaklaşım güncelliğini yitiren değerlerin ezberlenmesine ve doğrulanamaz sayıların uydurulmasına (halüsinasyon) yol açar—yerine GOMD Veri Asistanı (data_assistant.php, data_assistant_api.php, data_assistant_core.php), parametrik olmayan Erişim Destekli Üretim (RAG) ve Akıl Yürütme–Eylem (ReAct) araç çağırma mimarisi (Lewis vd., 2020; Yao vd., 2023; Schick vd., 2023) kullanır. Açık veri göstergeleri, okyanus kanıt serileri ve bilimsel veri kaynakları MySQL InnoDB FULLTEXT dizininde (gomd_rag_documents) tutulur; ticari/lisanslı kaynaklar (clarksons, lseg, refinitiv, bloomberg, spglobal, ihs_markit, kpler, vortexa, lloyds_list) ile kişisel kullanıcı tabloları dizin ve araç katmanında kesin olarak engellenir. Dil modeline serbest SQL çalıştırma yetkisi verilmez; model yalnızca parametreleri doğrulanmış dört salt-okunur PHP aracını çağırabilir: search_catalog, describe_indicator, get_series ve series_stats (OLS eğimi, Theil–Sen medyan eğimi $\hat{\beta}_{\text{Sen}} = \text{medyan}_{iTanımlı Kaynaklara Atfedilebilirlik (AIS) çerçevesine (Rashkin vd., 2023) uygun olarak, üretilen yanıttaki her sayısal ifade araçların döndürdüğü $V$ sayı havuzuyla basamak duyarlıklı yuvarlama toleransı ($|x - v| \le 0{,}5 \times 10^{-d}$) altında karşılaştırılır ve eşleşmeyen sayılar unverified_numbers listesinde açıkça işaretlenir. Her iki SDK da ask_assistant() / gomd_ask_assistant() istemcisini ve yerel audit_numeric_grounding() / gomd_audit_numeric_grounding() denetleyicisini sunar.
